Every tool artifact the open-source repositories ship: an external program (compiler, runtime, CLI, library) that cx tool setup <name> detects on this machine or installs the same way on Linux, Windows and macOS - prebuilt binary first, then a package manager - and cx tool run <name> -- <args> runs.
